Landowner hunting-access programs in New Mexico.

The official Open Gate page was updated in July 2026 and says applications are being accepted. Its linked rate sheet was last updated in April 2022 and expressly makes rates subject to change, so owners should rely on the evaluated agreement amount.

Official terms and funding can change. Confirm eligibility, current enrollment status, agreement language, and the enrolled access boundary with the responsible agency.

Minimum acreage
No minimum or maximum acreage; a proposed property must be capable of supporting a hunting or fishing lease, or provide a useful right-of-way.
Agreement term
Most agreements run annually from April 1 through March 31, while some are multi-year. Either party may terminate, with payment prorated.

Who may qualify: Owners may offer some or all of a property with quality hunting, fishing, or trapping opportunity, or a right-of-way to otherwise inaccessible public land. Each proposal is individually evaluated; a lessee needs the lease and notarized owner authorization.

Owner control: The owner and NMDOW negotiate the enrolled acres or route, allowed activities and species, dates, roads, and property rules. Signs communicate the agreement, and annual or long-term payment timing is set in the contract.

Official next step: Submit the official Open Gate application with the recorded deed, legal description, and boundary map; lessees must also provide the required owner authorization.
